Definition Resources that are rivalrous (one person's use subtracts from another's ability to use it) but non-excludable (it is difficult to stop people from using it). In the deep digital ocean, things like bandwidth, server processing power, and even human attention are Common-Pool Resources, vulnerable to the "Tragedy of the Commons" if not governed by Polycentric rules.

The Tragedy (and the Solution)

Garrett Hardin famously predicted the "Tragedy of the Commons," where free access leads to depletion. Elinor Ostrom proved him wrong, showing that communities can self-organize to manage these resources sustainably without top-down state control or privatization. This is the "Drama of the Commons."

Digital Commons

Digital information is often a "Public Good" (non-rivalrous), but the infrastructure that carries it is a "Common-Pool Resource." Myceloom architectures must be designed to manage the scarcity of the substrate (bandwidth/power) while unleashing the abundance of the signal (information).
