avoids "doing nothing" (chaos) and "forcing everything" (bureaucratic paralysis). It governs through
"enabling constraints"—rules that channel flow rather than blocking it, creating a space where best
practices can organically emerge.
Governing the Ungovernable
"Governing a large state is like cooking a small fish: handle it too much and it spoils." Institutions
that try to micromanage AI adoption spoil the fish. Institutional Wu Wei sets the heat, the oil, and the
pan, then lets the fish cook itself.
